Children’s Village understands that a child who has lost their parents shouldn’t have to lose their community, too.
That’s why Children’s Village exists. Since 1980, we’ve provided 24‑hour family-style Cottage Homes on our rural campus outside of Tyler, Texas. These homes have allowed children in foster care – with a focus on sibling groups – to live together under the care of Cottage Parents and remain enrolled in Tyler ISD or other nearby school districts.
Our conviction is that a child will remain with us in a Cottage Home until they return to a family member or are adopted – a goal that’s been met over 95% of the time since 2004.

Construction and completion of The Little Red School House, funded by retired educator Jan Alcorn McPheeters, to support educational activities and volunteer engagement, and to serve as our campus community center for birthdays, holidays, and other events.
2023:
Entered a partnership with 4Kids4Families, a private organization contracted to administer the Texas Foster Care system as the Single Source Continuum Contractor in DFPS Region 4
2026:
Expansion of services to include a Child-Placing Agency (CPA) to license married couples to provide foster care in their own homes within the community

To provide even more homes in our community for the children who need them, we made the decision to expand our services with a Child Placing Agency.
Through training, resources, and community, we are on mission to equip and encourage more Christian couples to become foster parents so that no child has to leave his or her community.
On mission to:
- In 2026, to license 4-5 families to foster up to 10 children in the community.
- Show more Christian couples that foster parenting is possible for them.
- Equip foster parents with the community, resources, and trainings they need to thrive.

Where do the children attend school?
Children’s Village is located in the Tyler Independent School District. Our children primarily attend public school at TISD. However, we have had children enrolled in smaller school districts such as Van ISD and Chapel Hill ISD when this is more beneficial for the children.
Can siblings live together?
Offering high capacity cottage homes where siblings can live together is our primary goal. Our campus Cottage Homes are designed for up to six children, and we employ married couples to be full-time, live-in parent to ensure siblings remain together regardless of their ages or genders.
Our child placing agency also focuses on keeping smaller sibling groups together.
Where do you get your funding?
Children’s Village and Family Service Agency, Inc. is a 501(C)(3) non-profit organization.
We are funded primarily through four sources:
- We have an endowment that funds approximately 35-40% of our annual budget.
- We accept contributions from individuals, businesses, churches, and other civic organizations.
- We have several fundraising events throughout the year including the Tyler Azalea Run, Jersey Mike’s Month/Day of Giving, East Texas Giving Day, and Benefit Golf Tournament. We also partner with local businesses and groups for additional fundraisers.
- Other funding comes from writing grants.
